The scepter is one of the PvP rewards earned for Valor points in Midnight Season 1.

To unlock the weapon, you need to accumulate 2500 Valor points on your character during Midnight Season 1.
For this you receive the achievement Galactic Weapons of Conquest and two tokens for galactic gladiator weapons.
A token is exchanged for the weapon of your choice from the Valor set — including this scepter.
No rating is required for the scepter itself: it's enough to earn Valor points in any rated mode — arena, Solo Shuffle, or Rated Battleground Blitz.
Valor points are awarded for wins and for participating in the season's rated matches.
The item becomes soulbound when acquired.

Since this is a seasonal reward, the scepter can only be obtained while Midnight Season 1 is ongoing: once it ends, the achievement and tokens become unavailable, so it's worth collecting the weapon while the season is active.
