About the Class
This is a melee fighter whose primary stat is Agility. Outlaw Rogue is a master of swordplay and luck, relying on physical prowess, mastery of swords (or other one-handed weapons) and the support of piratical tricks.
The defining feature of the spec is managing two resources — Energy and Combo Points — along with the unique 
Roll the Bones mechanic that grants random buffs. The gameplay revolves around a high attack speed and cooldown reduction from the passive 
Restless Blades.
Strengths
High and consistent AoE damage thanks to Blade Flurry.- Excellent survivability (Evasion, Cloak of Shadows, Feint).
- Strong target control (Blind, Kidney Shot, Cheap Shot).
- Cooldown reduction lets you use powerful abilities often.
Weaknesses
Dependence on luck when rolling Roll the Bones.- Very high gameplay tempo that demands quick reactions.
- Limited AoE radius.

- Roll the Bones on cooldown if you have 1 buff or fewer.
- Keep it Rolling if Roll the Bones is active with 2+ buffs.
- Underhanded Upper Hand when:
- Blade Rush
are all on cooldown.
- Adrenaline Rush on cooldown at 2 or fewer combo points.
- Blade Rush on cooldown.
- Between the Eyes at 6+ combo points.
- Dispatch at 5+ combo points.
Pistol Shot if:- Opportunity has 6 stacks
- or 3 stacks and you have 1–3 combo points
- Ambush if you have 5 or fewer combo points.

Leveling
When opening a fight from 
Stealth, use Ambush to quickly build combo points. Always keep Blade Flurry up when fighting more than one enemy.
Mythic+ Tips

Blind and 
Kidney Shot will stop dangerous enemies by interrupting their casts.

Feint — use it before taking AoE damage from a boss or mobs.
