There may be several reasons: the class has been nerfed by recent balance patches; the class requires high skill to unlock its full potential; the class may be balanced for other content (e.g., raids); the class lacks important abilities and mechanics; low popularity among players.

If you understand how your class works, its strengths and weaknesses, and the dungeon you're heading into, you'll succeed. However, other players might prioritise higher-ranked classes. Also, survivability is crucial for tanks — if your class has issues in this area, it may negatively affect the entire group.
