Rethfuras, Scorched Stave of Cinders is a seasonal reward from the Midsummer Fire Festival, which takes place once a year at the height of summer. The appearance drops from the festival reward for defeating the event boss:

• Defeat Ahune, the Frost Lord — he is summoned in a special version of The Slave Pens dungeon in Zangarmarsh.
• For your first victory of the day through the Dungeon Finder, you receive a Satchel of Chilled Goods — and it is from this satchel that the staff drops with a small chance.
