Timewarped Badges are awarded for completing dungeons in timewalking mode and for finishing the anniversary's celebration quests. The currency is shared across your entire warband, so you can accumulate it on several characters at once. A single dungeon run nets a noticeable amount, and 1500 badges is realistically collectable over a few evenings of active play.
The Warcraft anniversary celebration takes place annually and lasts about two months. If the event is currently inactive, the dagger is temporarily unavailable — you will have to postpone the purchase until the next time the celebration launches. Between seasons the badges still accumulate during regular timewalking weeks, so by the time the event starts you may already have the required amount.
