The mace is awarded at the end of the quest chain about the return of Quel'Delar. The path begins with a random item — the Battered Hilt, which drops from any enemy in the heroic versions of the three Frozen Halls dungeons: the Forge of Souls, the Pit of Saron, and the Halls of Reflection. The drop chance is low, so the hilt is often sold and bought through the auction house.

The further steps:

• Once you have the hilt, start the quest "The Battered Hilt" and take it to Caladis Brightspear in the Sunreaver's Sanctuary section of Quel'Delar's Rest, south of the Argent Tournament Grounds in Icecrown.
