Earthen Scallywag's Gavel — Transmog Set Guide

Earthen Scallywag's Gavel is a one-handed mace with caster stats (an Intellect bonus), added in The War Within alongside the Siren Isle update. The weapon is purchased with the Flame-Blessed Iron currency — it is gathered right on the island through local activities: quests, events, chests and rare enemies. A one-handed weapon costs 175 units of this currency at the merchant; two-handed weapons cost more.

Besides buying it, the mace can drop as loot:
