Its source is the final encounter of the Voidspire raid, so the appearance evokes the fall of Alleria Windrunner under the Void's influence.

The bow drops from the final boss of the Voidspire raid — the encounter called "Crown of the Cosmos," where players fight Alleria Windrunner.

Hunters can conveniently farm this bow while progressing their item level — the appearance will unlock automatically along with the dropped item.
If there are several hunters in the group, agree on priority in advance: a ranged weapon from the final boss is in demand and often goes to a roll.
Don't forget to confirm learning the appearance in the wardrobe after obtaining it — the transmog counts even if you later sell or scrap the item itself.
The final boss unlocks last, so to reach it you will have to clear the previous five bosses of the raid on the same difficulty.
