Drake of the Four Winds is a rare-quality flying mount added in patch 8.3 "Visions of N'Zoth" of the Battle for Azeroth expansion.
The mount drops from Ishak of the Four Winds — a rare elite creature that circles above the western platform near the Cyclone Pinnacle in Uldum. Ishak appears only during the Uldum invasions added in 8.3, and is one of the few rares that spawns during any type of assault — both N'Zoth's attack and the rotating invasions of the other factions.
The only way to get the mount is to kill Ishak of the Four Winds during an active Uldum invasion. Here is the sequence of actions from scratch:

One week N'Zoth besieges one zone, the other comes under attack from the factions of Azeroth, which alternate every three to four days.

Ishak is the only Uldum rare whose spawn does not depend on the current invasion type. He appears both during a Black Empire siege and during any of the factional attacks, as long as the Uldum invasion icon burns on the map.
The loot lock on Ishak resets once a day. In a single game day one character can get a roll on the mount only once, so mass farming is built around alts.
With a 3% chance the average sample until the first success is about 33 kills. On a single character this is equivalent to a month of daily farming without skipping; on 5 alts — roughly a week; on 10 alts — three to four days, provided you manage to catch active invasions.
Ishak respawns 2–5 hours after a kill. If you arrive and don't find a body — wait or switch to a different server channel. On days with an active invasion other mount hunters usually camp the platform — team up into a group, this does not reduce the loot chance.
Prepare your alts in advance — all alts must complete the 8.3 quest chain up to the introductory quest that unlocks invasions. Without access to invasions on the map Ishak simply will not appear
Watch the rotation — Uldum is not always under attack. Check the N'Zoth icon on the map or consult the invasion calendar on fan sites before your daily farm circuit
A group does not penalize loot — the mount can drop for several group members at once thanks to the personal loot system. Kill in a raid and increase your chances
Use scanner addons — Rare Scanner or HandyNotes: Uldum mark Ishak on the map and notify you when a nearby rare appears
Don't open "locked" bags — Ishak sometimes drops a bag with additional items, but the mount itself drops as a separate item. If there is no mount — use the rest of the loot and come back tomorrow
The mount is available in newer expansions too — patch 8.3 has not gone into unobtainable content: the Uldum invasions, Ishak and the mount work in the current expansion, so you can farm at any time
