Rotculler's Encroaching Shears is an epic two-handed polearm added to World of Warcraft in the Shadowlands expansion. The model is rendered in the dark-blue necromantic style of the Maw: a long shaft is crowned with a curved, sickle-shaped blade lined with jagged teeth, from which bone and chitinous growths extend. It is a typical weapon of the Jailer's minions, and it fits grim looks perfectly.
In terms of stats, the item carries Agility and Stamina, so it was originally intended for hunters and tank warriors. Today it is valued above all as a transmog: its rich blue-purple silhouette with a serrated scythe stands out against ordinary spears and halberds.

No exact recolor of Rotculler's Encroaching Shears exists — the only path to this appearance is the drop from the epic elite NPC Iska, Outrider of Ruin.
Who It Suits Visually

Tips

Iska moves mounted across the Endless Sands, so it is useful to track his route and stay near the spawn points of other rare enemies.
A drop chance of around 3.6% means that on average the weapon drops after dozens of kills; stock up on patience and combine the farm with the zone's daily activities.
Any class with high single-target damage is suitable for quick kills — the enemy is no longer a threat at the current level.
It is convenient to add an addon for tracking rare enemies so you receive an alert about Iska's appearance in the zone's general channel.
Iska and other rare enemies of Zereth Mortis also drop other transmog items, so the farm rarely turns out to be completely useless.
