Stormsteel Dagger is a one-handed dagger of rare quality, added to World of Warcraft alongside the Battle for Azeroth expansion. It is a compact blade with an angular steel-toned edge and a dark wrapped grip — the model resembles the work of Kul Tiran smiths, who in this expansion forged weapons for the storm hunters and sailors of Kul Tiras.

The dagger is crafted with the Blacksmithing profession — specifically its Battle for Azeroth branch. The recipe is learned from a blacksmithing trainer in Boralus or Zuldazar and requires 95 points of Battle for Azeroth blacksmithing skill.
The finished item becomes soulbound when equipped, so it is convenient to forge it directly on the character you need or to hand off the gathered reagents through a guild bank or the in-game auction house.
The craft spell has three ranks — the higher the rank, the fewer materials it requires:

Reagents:
Storm Silver Ore — the main material, mined by miners across Kul Tiras and Zandalar.
Platinum Ore — an uncommon ore from the same zones, found less often than storm silver.
Elemental Flux — a consumable sold by supply vendors near the entrance to any forge.
Expulsom — a rare material obtained by scrapping Battle for Azeroth gear with the appropriate professions.
Crafting requires a "Blacksmith Hammer" and access to an anvil — without both, the recipe cannot be activated.

Tips
If your character has already leveled Battle for Azeroth blacksmithing, the dagger is one of the cheapest ways to add a new model to your collection: the recipe is learned from the trainer for free after a skill increase.
Reagent ore is convenient to farm with "your own" miner — mining storm silver and platinum in the zones of Kul Tiras and Zandalar yields both components at once.
Craft at rank 3 right away if it is already learned: the savings amount to 8 units of storm silver and 6 units of platinum compared to rank 1.
Extra Expulsom is easy to obtain by scrapping unwanted green Battle for Azeroth gear — it is the same reaction through which shoulders and chest pieces are recycled.
The dagger becomes soulbound when equipped but not when created, so the finished item can be passed to another character on the account through the guild bank and the appearance collected on your main.
If there is no blacksmith on the account, the cheapest option is to buy a ready-made dagger from players at the auction house: the price usually holds at the base cost of the reagents plus a small fee for the work.
After adding the model to your appearances, the item itself can be safely sold to a vendor — the appearance stays with the character forever.
