You can obtain this cloud serpent by defeating the world boss Nalak in the Thunder Isle zone.

The mount has a ~0.3 % drop chance, and the boss spawns every 15 minutes to 1 hour.

This mount can also be purchased during the Mists of Pandaria: Remix event for 30 000 Bronze Coins from the mount vendor. To date, the event has only been run once, and there’s no information about it being repeated.
