Geezle's Coercive Volt-Ohmmeter is an epic one-hand dagger added to World of Warcraft in The War Within expansion alongside the Operation: Floodgate dungeon. The model is built in the goblin industrial style of the Bilgewater Cartel: the hilt is assembled from copper contacts and insulators, and instead of a classic blade there is a measuring probe with a purple discharge glow. It is less a melee weapon than a working measuring instrument that the character wields like a dagger.
The color scheme is dark metal with purple electric accents. The appearance belongs to the set of goblin tech that drops in Operation: Floodgate, and it thematically references Geezle Gigazap — the mad scientist who powers his rigs with energy from the dam.
The dagger suits every class that uses this weapon type: rogues, druids, warlocks, priests, mages, and shamans. For rogues and other dual-wield specs, the instrument pairs well with itself or with another weapon from the same dungeon.
This is not an ordinary boss drop.
Geezle's Coercive Volt-Ohmmeter is awarded for completing the Operation: Floodgate dungeon with a Mythic+ keystone of level 12 or higher within the timer during The War Within Season 3.
You still have to kill Geezle Gigazap himself and clear all of the dam's mechanics — the dagger only counts for successfully completing the entire key in time.
In Operation: Floodgate, a timed level 12 key awards a whole set of goblin tech in a unified style. If you want a paired dagger or a weapon of a different type with the same design:

All four items are awarded for the same level 12 Mythic+ key in Operation: Floodgate, so you can assemble the set over a series of runs. There is no direct recolor of this exact dagger with a different color scheme among the dungeon's rewards — the purple discharge is unique to the level 12 key version.
A level 12 key is not the highest, but it requires confident knowledge of the dungeon's mechanics; it makes sense to run Operation: Floodgate on lower keys first.
The most common cause of a timer failure is a drawn-out fight with Geezle Gigazap: watch the electricity bar and lure the Leaping Sparks into non-electrified puddles.
A single run of a timed level 12 key unlocks access to the entire goblin weapon set — plan which weapon types your specs need.
For rogues and other dual-wield specs it pays to obtain two copies of this dagger across separate runs.
The Keystone Master: The War Within Season 3 achievement and its associated rewards are farmed in the same keys — combine collecting the appearance with building up your score.
Get this appearance specifically in The War Within Season 3: in later seasons the dungeon rotation changes, and access to the level 12 key reward may close.
Bind on pickup means the appearance must be unlocked on the character that runs the key — bring the hero you need there in advance.
