The bow is obtained in the Windrunner Spire dungeon — one of the Midnight expansion dungeons, part of the Mythic+ rotation in the first season. The dungeon is located in Eversong, with the entrance at coordinates /way 35.2, 78.4. The appearance source is the final boss, Restless Heart.

• Since this weapon drops only from the final boss, you will have to clear the entire dungeon for it.
