• You can reach it through the golden portal at the Timeways Convergence in the southeast of Thaldraszus, around the coordinates /way 60.5 83.
• Once there, interact with the object Elemental Bound Chest near the coordinates /way 27.9 25.6 to begin the scenario.
• During the scenario you need to fend off several waves of enemies and defeat the final foe, after which the Chest of the Elements opens.
• The staff is only one of the possible appearance items in the chest, so several runs may be required.

The scenario is short and easily completed solo at current level, so farming the appearance comes down to drop luck alone.
