The staff drops in the Shadowmoon Burial Grounds dungeon, located in the Shadowmoon Valley zone on Draenor. This is a Warlords of Draenor era dungeon whose final boss is Ner'zhul — an elder shaman of the Shadowmoon clan who set foot on the path of the Void and necromancy.

Key points on obtaining it:

  • The staff drops from the dungeon's final fight, off Ner'zhul, as one of the rewards for clearing it.
  • The drop chance is moderate, around ten percent per run, so several repeat clears may be needed.
  • At the current max level of 90, the dungeon is cleared solo without trouble — Warlords of Draenor bosses have long posed no threat.
  • There is no limit on attempts: the dungeon can be reset as many times in a row as you like by leaving and re-entering.
  • The dungeon periodically rotates into Timewalking, giving one more reason to drop by in passing.
