The scepter drops from General Vezax, one of the bosses of the Ulduar raid in Northrend.

- The drop chance is low: it is just one entry in the boss's overall loot table, so it may not drop in a single run.
- There is no lockout to a single attempt per week per character in the usual sense of modern raids, but the raid is many expansions out of date, so you can enter it freely.
- The content is outdated and can be soloed: General Vezax can be killed by a single character of current level without any preparation.
General Vezax is located deep inside Ulduar, closer to the final bosses. To reach him, you need to clear the preceding raid bosses in order, but in solo mode this takes only a few minutes.
